Drug dealers could get homeless people to work as dealers for them.
Everyone's used to seeing homeless people accept money, so this wouldn't really raise any eyebrows. Add in a handshake after the money exchange where you could "palm" the goods, and it's a done deal.

this is a terrific idea that i will test out later this afternoon.
This is the "out of the box" thinking we need to do to help those guys off the street. Now we need to find a Drug Lord that just wants to help some people out.
Although the homeless people might just use the drugs, because, well, free drugs.
